can't send webcam pictures on msn 6.1

Hi,
I am using msn messenger 6.1. Have no problems with audio conversation, but when I go to video conversation I can only receive and view the contacts pictures, but can't not send pictures from my web cam. it will only show a black background in the bottom right hand box and on the receivers pc.
any tips on how to fix this.

Run the Audio/Video tuning wizard under the Tools menu.
