I am on a big network at work. I want to setup a network printer (plug cable
directly into printer). The computers that will access the printer are all
public IPs. When I plug the printer into the network and print a config
page, the printer is assigned a private IP. I use a utility on a PC to
search for the printer but can't find it. How can this public IP computer
find the private IP printer? I do not know what to put into the subnet mask
for the private IP that will allow printer and PC to communicate. If I ping
the printer from a computer, I get no response.

Speak with your network administrator. People who are responsible for
big networks at work generally don't take kindly to users attempting to
put unauthorized devices on the network.

Can you not assign the printer a public IP? Check the printer manual.
