Try running the "LNK (Shortcut) File Association Fix (Restores Default
Shortcut Behavior)" from here

Hello,

You will need to run registry editor and also fix the EXE association from
the same site.

See the *red* note at the site.

Once you are in regedit, go to File > Import and point to the registry file
you got. Restart your PC afterwards.

Hello,

When you hit Ctrl+Alt+Del, does the task manager appear? If no, somebody
else have to assist us here.

If yes, click on File, press and hold Ctrl and click New Task (Run). A
command prompt should appear. Type REGEDIT.EXE in the prompt and registry
editor should open up.
