can outlook2007 be purchased separately from office and then be installed in
vista. If not, are there any issues with installing outlook in vista from
the xp/2000 os

Yes. Like the other components of Microsoft Office, all versions of
Outlook have always been available both as part of Office and
separately.

Outlook 2003 and newer work ok with Vista.
Outlook 2000 & 2002 have some slight problems.

Yes you can purchase it separately. Pre Outlook 2003 have some minor issues but they do work.

You have to decide.
