sending jpg fax, always error

My ISP send me a pdf form via email and ask me to fill-in info and fax back.
i print the pdf form out and fill the form with ballpen, then i take a
picture (jpg)

when i try to fax the jpg picture using "windows fax & pic viewer" and
build-in fax,
there's alway error when fax just about to transmit. i test the fax by send
a WORD page, and it's perfect.

what should i do?

And what, pray tell, is the error?
In general, a "fax" is a form of tiff file. It sounds like the conversion
process is erroring out.
