Do you have no icons and no Taskbar (Start button) or just no icons?
Missing both with just your background picture is a good sign of a
malicious software infection.
Type CTRL-ALT-DEL to open Task Manager.
Click File, New Task and in the box enter:
%SystemRoot%\explorer.exe
Click OK to see if you can regain control (explorer is what displays
your desktop).
Download, install, update and do a full scan with these free malware
detection programs:
Malwarebytes (MBAM):
http://malwarebytes.org/
SUPERAntiSpyware: (SAS):
http://www.superantispyware.com/
These can be uninstalled later if desired.
