Can someone tell me how to delete a blocked file from the startup tab in sys
config?

Something to try,

Write the name of the file down, then do the following:

Click the start button and on the Start Search line,
type: SERVICES.MSC and hit enter,

Scroll down to find the file name and double click it,
In the next window select disable.

Back out and Reboot.

Re-enable, or unblock, the item in Msconfig, then note the startup's
information under the Location column on the Startup tab. Go to that
location, and delete it.

Go to Control Panel choose Windows Defender. After that choose
Software Explorer and there you will see all your programs that have
permisions to run and don't run Smile
