control panel and security settings missing from the start..

This is a fairly common side effect of the cleanup of certain malware
infections.

The malware has changed registry values to prevent you from using
tools that will help you find and remove it. For example, you will
get a message that something has been disabled by the Administrator,
please contact your Administrator, etc., but your login is in the
Administrator group or you are logged in as Administrator.

The scanning software may remove the malware, but it can't just look
at the registry and tell if these permission changes (restrictions)
are there on purpose or not, so it just leaves them. You can find the
things that are broken and fix them by hand. Trial and error methods
are a waste of your valuable time.

Formatting your HDD and reinstalling XP is also an option, so it is up
to you.

If you want to fix it, please start with these scans to get a baseline
for troubleshooting, then figure out exactly which things are not
working and report back exactly what is not working and exact error
messages (try not to paraphrase).

Reduce the chances of malicious software by running some scans.

Download, install, update and do a full scan with these free malware
detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpyware: (SAS): http://www.superantispyware.com/

These can be uninstalled later if desired.

Then provide information about your system as follows:

Click Start, Run and in the box enter:

msinfo32

Click OK, and when the System Summary info appears, click Edit, Select
All, Copy and then paste back here.

There would be some personal information (like System Name and User
Name) or whatever appears to be only your business that you can delete
from the paste.
