changing the default "save as" location

In certain programs I have, whenever I try to save a file, it brings me to
the default folder, instead of the last saved one.
For example, when I'm using Internet Explorer 7, and right-clicking on a
picture, I click on "Save Picture As", and it brings me to the "My Pictures",
although the last time I saved a file, I saved it on a different folder.
It also happen to me when I receive files on Skype..

How can I change the Windows settings, so that in all programs, when I save
a file, it would bring me directly to folder where I last saved my files
into?

You can't. The individual programs either remember this or not.
