XP Media Center Center Edition skips through playlists on ..

We are using XP Media Center Edition on an HP Digital Entertainment Center.
We're experiencing an issue that playing anything skips through playlists on
all programs. On iTunes, it will play 10-20 seconds of a song and then skip
to the next song, and preview isn't selected in iTunes. Sometimes it skips
several songs in the list. Internet radio on this system does the same
thing, it will start streaming and then try to skip or stop very shortly,
whether streaming internet radio through iTunes or directly on the browser,
whether Internet Explorer or Mozilla. It also does this in Windows Media
Player for both video and audio. We're assuming it is the OS because it
happens on so many different programs.

Did it ever work correctly? If it did do a System Restore back to that point in time.
