Post subject: USB Device Not Recognized after waking up

I have USB device (external hard drive) I just started using on HP Pavilion
dv6405us laptop that works fine until the laptop wakes up from sleep or
hibernation mode as suggested in the following kb article:

My other usb devices (printer, wireless mouse and laptop cooler) aren't
affected

Is is correct assumption this carries over to Vista home premium (and
possibly other Vista versions)? I am seeing in device manager that the power
management option for this usb device already has the setting disabled to
allow the pc to power down the device as suggested in method 4 of the kb
article.

Until this is fixed is only solution to reconnect the device every time it
wakes up?
