I had the same problem, then ran across an article that mentioned disabling
your anti-virus program before running system restore.

I use Norton, disabled it, and System Restore worked like it was supposed
to ... you might want to give that a try

Good Luck,
Dave.

WOW! Nice job troubleshooting.

At this point I suspect that there is a corrupt restore point.

I would suggest reinstalling System Restore. The down side is all restore
points will be deleted. That doesn't matter because they don't work anyway.

How to reinstall System Restore in Windows XP:

After doing a system restore recently, system restore crashed on reboot and
would not load again. For some reason I started loading MS Excel which also
strangely decided to crash without loading. After the second time, Excel
went into some mode to fix itself (which had the harddrive grinding away for
a while) and in the process also fixed system restore. I have no idea what
it did.

Hi Ben,

Take a look in Event Viewer for any "sr" and "srservice" that may be there
and post them here.

An after thought: I can't remember if I did a system restore since the
problem surfaced and that might be reflected in the info. I posted. (have
been trying to work with this inter proset issue that I mentioned in another
post).

Hi Ben,

Theres no indication of a problem with System Restore in these events.

Do a test to confirm System Restore is functioning correctly.

Create a new restore point named TEST.

Create a new shortcut on the desktop and point it to My Computer or any
other file of your choice and name it TEST.

Now restore to the Test restore point.

The system will now reboot, and you will receive a message if the restore
was successful, and the Test shortcut on the desktop will be gone.
