I have an HP a1730n, Vista Home Premium, using a ViewSonic monitor VA-903b.
I've installed the latest monitor driver from ViewSonic. I can't get the
screen saver to activate, nor can I get the display to turn off or go to
sleep no matter how I set the power settings. I usually leave my PC on all
day and am concerned that eventually there may be some "ghost" burn-in on
the monitor. I don't know if the problem is with the monitor settings or
the display adapter (NVIDIA GeForce 6150 LE).
Would appreciate any wisdom on this.

I'm guessing you have a Microsoft mouse. Check for updates through your
Windows Updates. You are looking for an "Optional" update called "HID non
user compliant". Download and install this update and it should fix your
problem.

Well, if it gets that bad, why not just turn off the monitor and leave the
PC running?

Well, had already occured to me, but it's really a band-aid solution --
doesn't take care of the sleep need. I'm hoping for some technical insight
to the root of the problem |

Do you have a wireless mouse?
Also, you might want to check out this setting:
Go to Control Panel\Power Options, and under your chosen Plan, on the
right-side of the window, choose "Change plan settings".
On the new Edit Plan Settings window, click on "Change advanced power
settings". A new dialog will pop up. Expand the "Multimedia settings"
entry, and then expand the "When sharing media" entry. Change it to "Allow
the computer to sleep" (Apply, OK).
