I am trying to make sense of the activity reports from Parental Controls
but each website that my kids go to seems to generate dozens of URL hits
in the log, some of which seem to have no relation to the site being
viewed. How can I tell if they actually viewed a website?

Is there a way to tell if the URL was viewed as a primary website or if
it merely contributed a link or pop-up?

The URLs you are seeing may be being accessed by the web site your kids
visit to either appear as Pop-Ups on screen or to populate other regions not
the primary web page they go to. Think of it like a main web page that may
have areas on it with news (coming from another site) and then adverts
(coming from another site) etc so the page you see is a composite of many
other sources, so you can kind of assume that all those URLs have
contributed content to what your kids have seen on pages they view.

Not that I am aware of.
A URL being accessed is a URL being accessed there is no distinction as to a
part of a page or a primary page as far as the looking at the on wire
network traffic is concerned.
