Might just be a typo. 17 + 16 = 33, tapped 2 twice instead of 3.

Consult the manufacturer's original specification on their web soght.
It might help:

That's the first thing I checked.

17A + 16A = 33A Max

Like I said it might be a typo. Tap 2 twice instead of 3 and you get 22,
instead of 33.

Then again 22A maybe nominal and as 33A is listed as max.

+3.3V@30A, +5V@45A, +12V@22A, -5V.TakeThisOut@0.5A, -12V@1A, +5VSB@2.5A (450W rated)
90W 225W 284W 2.5W 12W
12.5W adds up to more than 450 W
Actually, the first specs made sense, and the third one was plausable--Why?
Suppose you could draw a total of 22A, or a lesser value from both busses,
as long as they added up to no more than 22A
22A@12v =~284 W
33A@12v =~396 W

In short you cannot draw maximum current from all the supply busses at the
same time, and stay within the 450W rating.
