It provides a library of standard code that is called by programs
written with .net. If that library isn't present, such programs won't
run.

There are to basic types of .NET
and many versions.

Software programmers use Visual Studio which
requires the .NET Software Development Kit (SDK)
to create/develop applications..

End users only need the runtime versions
(.NET Framework Redistributable) which
is needed for an application to run properly.
