Hi,
First of all, this error message can be caused for many reasons:
CD, Applications, Updates, Viruses, Hardware, Networking, Office products
and GPO ( Group policy).
So what your Operating system version and did the account ever worked or
when just created, what version of .NET Framework you have on this machine?.

Group Policy application fails on a computer that is running Windows 2000,
Windows XP Service Pack 1, or Windows XP Service Pack 2

You cannot open file shares or Group Policy snap-ins when you disable SMB
signing for the Workstation or Server service on a domain controller
http://support.microsoft.com/kb/839499
You receive an "Access is denied" error message when you try to install
Windows XP Service Pack 2 or Windows Server 2003 Service Pack 1
