External USB hard drive

I bought a simpletech USB hard drive, but i can't connect it,
the computer send me a meesage error 48, and 0
Told me the usb is not recognize it
I plug and unpluged the usb hard drive, several times

Can you help me please!!!

known to have problems with Windows. Contact the hardware vendor for a new
driver. (Code 4

Recommended resolution

Obtain and install a new or updated driver from the hardware vendor.

On the General Properties tab of the device, click Troubleshoot to start the
Troubleshooting Wizard.
