Windows Mail is going to be replaced by Windows Live Mail which is currently
in beta and it can read RSS feeds:

Well, originally, it was Windows Live Mail Desktop Beta that I'm still
running on my system and have run since Vista's release. I don't really
know how close to finished it is, you might want to check out the Windows
Live Mail Desktop newsgroup as that is essentially the group handling
support and they may be able to give you a better idea of how stable it is
and how close to completion it might be.
