I am running Windows XP SP2. Somehow, the toolbar on the bottom of my desktop
(and while on websites as well) doubled in height. First, can you tell what I
might have done to cause this, and second, how to fix it.

Because you didn't lock your Taskbar, some website have the ability to
change the taskbar if your browser configure to allow such or by accident as
you mentioned.
Place your Pointer/Cursor on the edge of the Taskbar until it double arrow
<----> and Drag down to resize then right click and select Lock the taskbar
and Hit F5 to refresh.

You mean the "Task Bar," I assume.

The task bar is resizable, like a window. Put the cursor on the edge and
make it turn into a double-headed arrow. Then click and drag it to the size
you want.

If it won't resize, it may be locked. In that case, right click on it and
uncheck "Lock the Taskbar," Then try again.

Also note that if you have toolbars on the task bar on multiple lines, you
won't be able to reduce the task bar size to fewer than that number of
lines. Put all the toolbars on one line first.

And finally, in case none of the good advice you got works because no
one here can see your computer:

Quicklaunch doubles - What happens is that the end "margin" of the
QuickLaunch toolbar has gotten so far over to the right that it is now
down below. Unlock the Taskbar and then "grab" the dotted line on the
bottom bar and drag it up to immediately to the right of the QuickLaunch
icons. Now you've successfully made the QuickLaunch toolbar shorter and
can "grab" the top bar of the Taskbar and "push" it down to the regular
one-tier height.

That probably won't do it. I can't explain how to get it back, it
involves finding and fiddling with the dotted vertical bars that change
the width of the display window. It can be a real pain. When you get it
back, lock the task bar.

Just in case here another fix try line 117 for restore taskbar and start Menu:

My taskbar went from the bottom of the screen to the top. How do i get it
back to the bottom?
