Reading Chinese

Hello,

I have a user who needs to be able to read Chinese Emails. I logged in as
the machine Administrator, installed the Asian Language files from the
Regional and Language Options setting, and added all of the Chinese
languages in the details section, then rebooted. This didn't help me.

Windows was reinstalled on the user's machine recently. Prior the the
reinstall he was able to read Chinese emails, but now can't. Did I approach
this incorrectly?
