Archived from groups: microsoft>public>windowsxp>general (more info?)

When trying to download a program the download starts, but then stops and a
screen tells me I may not have the proper permissions. Since I am the owner
and adminstrator of my (only) computer, how do I get out of this situation?
This problem started recently, before that downloads were no problem.
