I thought most Aussies these days used DVB-T (Digital Terrestrial).
Australia as a former colony of Great Britain uses PAL as its TV standard,
with a DVB-T tuner, since it is a digital tuner, Media Center does not have
to convert the signal from analogue to digital, in other words, it simply
copies the digital signal unaltered to the hard disk (except for putting it
inside a DVR-MS file wrapper). Therefore if you are using a DVB-T tuner the
recordings will be PAL.
If on the other hand, you are still using ye olde analogue tuner, then god
knows what Microsoft are doing. You could try opening a recorded file in
Windows Media Player and seeing if it will tell you the refresh rate of the
recording, if it is 50Hz then it is PAL, anything else and it is NTSC.
For everyone's benefit, Australia is DVD region 4 and is PAL format, however
this is not related to TV tuners and Media Center.
