Is there a way that I can access the contents of the media player in my
administrator account, from one of the user accounts? Or can I only do this
through sharing access to my downloads/my music which would not cover all the
music I have in the media player?

Have you tried simply moving the music from the user account's My Music
folder to the Shared Documents' My Music folder? That way all users of your
computer can access the audio files. I have created a separate folder for
speech audio in my Shared Documents folder. In the future save your
downloaded music to Shared Documents' My Music folder and stop saving in the
user account My Documents folder.
