Although you mentioned "they should be able to disconnect each other", I
just wanted to make sure: Is Fast User Switching on? What error do you get
when you attempt to disconnect other user?
If Fast User Switching is off, you will have to log other user off. If my
memory serves me right, I don't think regular users have permission to log
other user off.
