how can I turn off ActiveSync programmatically on Pocket PC 2003 and Windows
CE.NET 4.2 devices?

Roberto,

You could disable it via a registry key update. Visit the following site to
view which settings in the registry would be of value to you. I have used
the registry to disable certain features of the Pocket PC device itself as
well.
