Will HP be releaseing Windows Mobile 2003 SE (Phone Edition?) for this?
With all the fiasco with SE for the legacy(?) products I am reluctant to buy
if this is going to be a Dodo within a year or so?

Did you ask/email HP or look on their website? HP will know. However if
it isn't released this long after the launch I would think it's a bit
doubtful.

They never said they would. I actually think they'll not. But you could ask
their support line (which I think will either not give you an answer, or
will give an incomplete one).
