Is there a font editor that actually runs on Palm OS5?

No. Edit fonts on the PC and convert to Palm compatible program like
Fontbucket, Fonts4OS5, FontSubst.

I convert TTF fonts with iSiloX, there are several font converters for
Palm, Google will find them with 'palm font convert'.

<http://www.freewarepalm.com/fonts/palmfontconv-palmfontconverter.shtml>
is a free package of converters.

Hope this helps.

It works very well.
