Generally speaking, your options include:
1) Purchasing an iPAQ CF sleeve and a cellular CF card and a data account
from your (or another) cellular provider;
2) Purchasing an iPAQ PC Card sleeve and a cellular PC Card and a data
account from your (or another) cellular provider;
3) Purchasing a Bluetooth cellular phone and a data account from your
cellular provider;
4) If available, purchase a data cable that connects your cell phone to your
iPAQ, and a data account from your cellular provider.
Going deeper than this requires a bit more information (current cellular
provider, current cell phone). My suggestion is to do some research with the
cellular providers (and in this newsgroup) regarding each of the options.
