Tagging and transferrring PDF files.

Is there any way I can tag a PDF file before I connect my phone and transfer
using ActiveSync?

The tagging process takes so much processor power and ActiveSync is designed
so strangely that the connection to my phone is lost long before tagging
finishes.

I've had some success by playing around with process priorities in task
manager but why couldn't ActiveSync have been written properly in the first
place so it didn't need to run continuously in the background to keep the
connection going?
