CAN POCKET PC SOFTWARE RUN ON A DESKTOP PC?

There are pocket PC emulators available from Microsoft and other sources,
but they generally require that you have the source code and recompile it to
run on the emulator. Also the emulator is much less responsive than the
actual device, and would not be very effective for interactive games, but it
is a good way to see how an application displays on the different device
form factors including the phones.

It's not possible. But you can install the Microsoft Remote Display Control
software

When your Pocket PC is connected you'll be able to see on your desktop
what's on your Pocket PC's screen - and even interact, use the keyboard and
mouse, etc.
