Does anyone know if there is a program to send SMS/Text messages to
someone's cell phone from a PPC just using a wi-fi connection? Kind of like
the "send message to a mobile device" in the real MSN Messenger for the PC.

Have the person send an sms to your internet address... that message
will have an "internet address" which you can use with a wifi connection
and smtp server to send sms messages using inbox.

yes you can send it via a paid web service or some carriers allow you to
send a sms via email (eg att).
