A user has fouled up their mobile device, is there a way short of a hard
reset to resychn everything removing what is currently on the device?

Sure, just delete the Exchange partnership then recreate it. The deletion
will wipe the PIM data and Inbox, and recreating it will restore them with
what's currently on the server.

You can delete the Exchange partnership right on the device in Activesync's
options.
