Emulator Problem - Controls

I am having some serious problems getting the Control Manager to upload
controls to the emulator. I am just getting into this type of programming.
I can't seem to find any information on this type of problem. When the
Control Manager attempts to open the connection to the emulator it says:
"Failed to find suitable Control Manager Server for your device." This
occurs on every emulated device. Yet the emulator and all other remote
tools work fine. I am using eMbedded VB3.
