Does anyone else have trouble getting this program to run

Check with your work IT group. Mine used to work, but they change something in the system a year ago and not it doesn't work anymore. Still the same proxy settings as before, bt no longer able to conect. They did not want people syncing the PPC with avantgo at work. No problems when I sync at home using my CF Card Modem or with my home PC, only at work.
