Maybe this is a stupid question, or has been asked before, but does anybody
know why Pocket Access is included on the Active Sync options, but there is
no corresponding app in PPC 2003? I can't even find it on the internet.

It's designed to convert Access files to Pocket Access/ADOCE format.
You can find numerous database applications that will read the Pocket
Access format at http://www.handango.com.

Pocket Access was only included with the old Handheld PC devices.
