I bought a 19" CRT Samsung SyncMaster997 for my Mac Mini. I know the
Mini's have monitor issues, but I notice that the lower left corner of
the screen is dimmer than the rest. This dim area covers about an
eighth of the screen and flickers noticeably, while the rest looks
fine. Can the Mini cause dimness on part of the monitor, or did I buy
a bad one?

Well, the computer itself is down there, but I would have expected to
be able to have it near the monitor anyway. I'm only able to move it 6
inches away as it is, and doing so doesn't seem to affect the dim area.

It sounds like a defective monitor.

But just in case, check whether there are any magnets or large metal
objects near that corner of the monitor; some monitors are poorly shielded,
and can be sensitive to magnetic fields. (Remember that magnets can be
found in things like speakers, paperclip holders, screwdrivers, etc.)
