I remember on older Macs a special power button you could rotate to
either stay off or restart after a power failure. Is there such a thing
on an 8600? If so, I can't seem to find it.

Thanks for the software solutions; unfortunately, the 8600 is running
Yellow Dog Linux 3.0.1. I was hoping for a hardware solution.

In Mac OS 9.x open EnergySaver Control Panel and select Advanced
Settings. There is selection "Restart automatically after a power
failure.
