Post subject: Limit maximum connection speed

My father lives in a rural area. To get reliable dial-up Internet
connectivity on his old computer, we configured the modem settings for a
maximum connection speed of 28800. My brother has given him a new OS10 Mac;
but couldn't find any option to similarly limit the connection speed. How
do we do it in OS 10?

You don't limit the connection speed in the OS, it is all taken care of
by the Modem Driver, Serial Port Driver, and USB Connection Driver,
for the Modem that you load when you connect a modem to the hardware.
The OS just takes the incoming data as it becomes available in the Modem
buffers, and sends out data to the modems buffers, as they can accept
it.

Actually, it's in the modem script. In the early days you directly sent
"AT commands" to the modem, on OS X there are "modem scripts" which tell
the driver what AT commands to send to the modem. This is more flexible
but also complicated to understand. The modem scripts are stored in
/Library/Modem Scripts, if I recall correctly, and you choose one of
them in the network control panel.

That said, good modems should be able to recognize bad lines and to fall
back to slower protocols as needed by themselves.
