I'm clicking file, new, and Excel does not bring up my workbook like it used
to do. Wondering if anyone has any ideas. Thanks!

Hard to tell with no more information than this.

For your template to operate you need the following to be true:

1) The file saved as a template.
2) The file saved with the name "Workbook" (no quotes, no extension)
3) The file saved in the Microsoft Office 2004:Office:Startup:Excel
folder, or, alternatively, the folder designated in your
Preferences/General alternate startup folder box.
4) Your permissions must allow access to that file.

Try opening the file normally to make sure it wasn't inadvertently
overwritten.
