Check, for example, the Wikipedia home page en.wikipedia.org
and see the so-called "interwiki" links - i.e., links to the other
languagues' wikipedia main page. The hebrew letters "EVRIT"
should be displayed right to left, but they're left to right.
firefox (or whatever it's called nowadays) displays this correctly
for as long as I remember.
I am pretty sure that Arabic has a similar problem, but I am not
literate in Arabic to make sure.
