Bug#406924: Descriptions need improvement

Several of the packages in this source package need improvements to their
descriptions. For example, in the bulmages metapackage:

> Description: It installs invoicing and accounting programs for little business

This short description uses a complete sentence, uses the pronoun "It" to
refer to the package, and uses the redundant verb "installs" (the standard
purpose of a package). It should use a fragment instead, and assume the
package as subject, and perhaps specify the target audience as Spanish
businesses:

Description: Accounting and invoicing programs for Spanish businesses

> This metapackage provides the components to launch some management
> programs for little business.

The long description lacks information specified in the short description; how
about:

This package provides the entire Bulmages financial suite for Spanish
businesses. Bulmages includes an accounting program (bulmacont), an invoicing
program (bulmafact), administration programs, and documentation.


The same principles apply to the descriptions of several other packages in the
suite.
