You still should be able to boot in a single-user mode, I think.
Never tried really with missing /usr/lib/locale.

Boot from a rescue media (CD, DVD, network) and '--force' reinstall a
correct version of 'glibc-common' package in a correct place using '-r'
option to rpm. Should be enough to boot multi-user. After you booted
run 'rpm -Va > /var/tmp/checklog' and look in results for 'missing'
files. Various files from /usr/lib/locale could have been installed by
other packages. Likely the quickest thing is to restore that directory
from backups. You can do that from your "rescue" boot.
Your installation media are sufficient to boot "rescue".
Not really an rpm problem.
