Assuming the distro is Redhad/Centosish:

if you know the root password, type "system-config-printer" in a shell

If you have lost the root password, you need to recover/change it:

1) Reboot the machine
2) when grub starts (it says do something or wait 5 seconds), press "e"
(for edit)
3) select the first item in the list and press "e" (edit)
4) scroll to the end of the line, and type "single" (for single user mode)
5) hit return
6) type "b" for boot
7) it will boot up, and stop at a prompt.
Cool type "passwd" and it will ask you for the new password.
9) when done, type "exit" to let the machine boot up fully.
