Bug#554955: [libtorrent-rasterbar] Version bump to 0.15rc

libtorrent-rasterbar 0.15 is going to be released soon and it has
branched from its SVN trunk quite a long ago. Some software already
depends on it, so could you build a recent libtorrent-rasterbar
revision from https://libtorrent.svn.sourceforge.net/svnroot/libtorrent/branches/RC_0_15
and put it to experimental or unstable?
