/etc/default/jetty says to leave the JETTY_HOST blank to listen on all addresses, but leaving it commented out or setting the variable to blank causes jetty to only listen on 127.0.0.1. No information in /usr/share/doc/README.Debain explained that there was a change outside of the upstream version regarding this issue. I was able to make it work by specifying 0.0.0.0 as the host.
