Bug#554846: evilwm: Evilwm hangs with 100% CPU if no .xini..

If I just apt-get install evilwm and run startx, I'm greeted with a
pegged CPU and a black screen. It would be nice if the evilwm package
supplied or hooked into a default xinitrc so that it would Do The Right
Thing after installation just like blackbox, etc. do.
