You can set this in /etc/sysconfig-editor in yast.
Once there goto Desktop and then Display manager.
Select DISPLAYMANAGER-SHUTDOWN.
From the dropdown menu you can select who is able to shutdown the machine.
Mine is set to auto.

Well i might not be able to help you, but i do believe that having a little
patience and asking around is a better solution than a reinstall.
Unless it was a fresh install that got screwed.

It looks like a simple problem with permissons.

Sorry i can't help you any further.
Good luck!

Hiya,

I'd agree.

Try launching yast2 and navigating to System-->/etc/sysconfig
Editor-->Desktop-->Display Manager-->DISPLAYMANAGER_SHUTDOWN and (if
appropriate) use the pull down to change the setting to 'all'. I'm not
sure if a restart of X would be in order or not but it wouldn't hurt to log
out and log back in if it doesn't immediately let you shutdown/restart as a
regular user.

kev.

I was thinking about that, but wasn't sure if that's a safe setting.
I should've said that earlier I know, sorry :s
