I have a 1.5 mbs connection. It don't make sense to throttle down the
connection to 50 or 100 kbs, just keeps the network tied up longer. Why
don't they kill the throttle?

Where are you downloading it from and how are you downloading it? I
grabbed the delta-iso from a selection of mirrors using aria2c and it
came down at around 500KBps. I've built the 32bit DVD, downloaded the
torrent and and am now presently uploading the image at somewhere
around 35-45KBps.

I downloaded it from http://software.opensuse.org/developer, the
standard ftp Live CD with KDE 32 bit version. I got 150 KBps at best
dropping to 50 KBps, back to 100, tack to 50 etc. I even paused it and
continued and quit and restarted to try to get a faster connection.
Maybe Mirrors1. Didn't notice this morning. Appears to select different
sites every time.
Tonight I'm getting the 64 bit version from opensuse.ca.unixheads.org I
think at 394 KBps to 524 KBPS.
